JUDGEMENT

(1.) These appeals are directed against the final judgment and order dated 11.04.2008 passed by the High Court of Judicature at Madras in W.A. Nos.1030 & 1031 of 1998 whereby the Division Bench of the High Court allowed the appeals filed by the respondent­State and set aside the order dated 19.06.1998 of the Single Judge in W.P. Nos.11058 & 11059/1989. Reason:

(2.) In order to appreciate the controversy involved in these appeals, it is necessary to set out a few relevant facts infra.

(3.) The appellants herein are the writ petitioners and the respondents herein are the respondents in the writ petitions out of which these appeals arise.
