JUDGEMENT

(1.) Heard Ms.Indira Jaisingh, Mr.Ravindra Shrivastava and Mr.Sidharth Luthra, learned senior counsel for the petitioner and Mr.Percy Ghandy, Mr.Siddhartha Chowdhury, Mr.S.Udaya Kumar Sagar and Mr.Kunal Verma, learned counsel for the respondents.

(2.) Regard being had to the importance of the matter, we think it appropriate to refer the matter to the Constitution Bench. The matter be added in the list of matters which are already listed before the Constitution Bench on 10.10.2017.
