THOUGH the challenge in the writ petitions and transferred cases is to the constitutional validity of Mplad scheme, during the course of arguments, it has transpired that substantial questions of interpretation of Art. 275 and 282 of the Constitution of India are involved, particularly in regard to transfer of funds from the Union Govt. to the State Governments.
