JUDGEMENT

(1.) Following our decision in A.S. Parmar & Ors. v State of Haryana & Ors., Civil Appeal No. 10585 of 1983. D/d. Today we allow this appeal, set aside the judgment of the High Court and dismiss the writ petition filed in the High Court out of which this appeal arises. We make no order as to costs.
