In furtherance of the aforesaid order, I hereby appoint Honourable Michael Hudson McHugh, AC QC, former Judge of the High Court of Australia and former Non-permanent Justice of the Court of Final Appeal in Hong Kong as the third arbitrator, who shall act as the Chairman of the Arbitral Tribunal.
