This appeal has been filed to challenge the order dated 18th August, 2011 passed by the High Court of Bombay (Panaji Bench) in Writ Petition No.98/11 by which the reliefs sought in the writ petition have been refused and the writ petitioner has been left with the option of approaching the civil court for the redressal of his grievances.
