(3.) The Union of India has challenged the orders dated 20th December, 1999 in Writ Petition No. 21818 of 1999 and dated 15th March, 2000 in R. W. P. M. P. No. 4223 of 2000 passed by the High Court of Andhra Pradesh at Hyderabad. By the impugned orders the High Court has directed as under :-
