(1.) From time to time, we have voiced our concern about distressing state of affairs insofar as welfare of animals, both in the reserved forests and in the Zoo are concerned. We had made a reference, on the last date, to the issue arising out of death of tigers at Nandankanan, Bhubaneshwar. Lately, we have come across a report about a ghastly act in which a tiger was skinned alive at one of the Zoo's in Andhra Pradesh. It distresses us that tiger in captivity should have received no protection from those who had undertaken to keep them in captivity and look after their welfare. Poor voiceless animals cannot be allowed to be' treated in such a cruel manner. State is obliged to take all such steps so that no such incident ever reoccurs in any of the Zoos or reserved forests.
(2.) We consider it appropriate to direct chairperson or the Director, Central Zoo authority, whoever heads the authority, to appear before us in person on the next date and explain as to what steps are being taken for preserving tiger population, both in the reserved forests as also in the Zoos. He shall place on record details of any steps taken for the welfare of tiger population, after the two unfortunate incidents referred to above.
(3.) Mr. Krishan Mahajan, learned counsel, who appears for the Central Govt. is directed to convey directions of this Court to the chairperson/director of the Central Zoo authority and ensure his appearance in this court on next date.
